Innovative Humanitarian Financing Manager (3544)

We are seeking an innovative individual with experience of humanitarian financing mechanisms to join us as Innovative humanitarian Financing Manager to oversee the piloting of new innovative financial solutions that will enable NGOs to respond earlier, faster and more effectively to people in crisis.

Currently hosted by Save the Children, the Start Network is planning to become a fully independent entity. It has a vision that the humanitarian sector can change to become more diverse, decentralised and collaborative, and as such is currently working on four key areas: Start Fund (for financing emergency responses), Start Engage (for strengthening civil society capacity), Start Labs (for experimentation, rapid prototyping and learning) and Start Response (for more adaptive, decentralised and collaborative humanitarian responses). Comprising of thousands of partner agencies and with a staff of a quarter of a million working in 200 countries and territories, the Network’s reach is huge.

Start Labs is developing a layered menu of financial products that will enable NGOs to respond effectively to different kinds of crisis events. The Labs team have spent several years scoping, building partnerships and designing products in the disaster risk financing space. In this role, you will oversee the development and piloting of new prototype financial products for humanitarian action. Your responsibilities will include:

·        Applying cross-sectoral concepts and partnerships to design, iterate and operationalise disaster risk financing solutions

·        Engaging in high-level influencing and advocacy to create space for the legitimacy of NGOs in the risk financing space and mobilise resources for experimentation

·        Mobilising resources to actively experiment with disaster risk financing

·        Overseeing the launch of two disaster risk financing pilots; the ARC Replica Programme and the Drought Financing Facility (subject to funding)

·        Negotiating the development and maintenance of commercial relationships between Start Network and risk modelling providers and/or insurance underwriters, following transparent and credible procurement processes

·        Building a constructive relationship with SCUK (as Start Network’s host agency), to gain buy-in and acceptance of risk financing schemes.

To be successful you will be passionate about improving the humanitarian aid system and will have extensive experience of humanitarian financing mechanisms, particularly risk financing such as forecast based financing, insurance or early action funds. You will have a creative and open-minded approach that can rapidly assimilate new concepts and apply them to humanitarian challenges. You will be a strong communicator, able to engage in high level advocacy forums as well as negotiate donor contracts. In addition you will have:

·        Proven experience in a humanitarian context using programming tools

·        The ability to develop effective external communications

·        High level influencing and advocacy experience

·        Successful experience creating and implementing strategy, as well as engaging a variety of stakeholders to deliver against this strategy

·        A proven track record of identifying and initiating new partnerships

·        Proven analytical and problem solving skills in order to fully understand humanitarian financial needs and identify practical solutions to operational challenges.

A second language and a good understanding of the international humanitarian system and relevant networks would be an advantage.
